HSA/FSA Feature and User Guide

AI Summary

TikTok Shop now supports HSA/FSA payments for eligible products, letting buyers use pre-tax funds and making eligibility a new sales lever for sellers. To trigger review, add a valid UPC/GTIN in the product identifier field; badge decisions follow IRS Section 213(d) and SIGIS criteria, and disputed badges can be reviewed via the Product Submission Form through your account manager. Buyers can save an HSA/FSA card at checkout, but it only works when the cart contains eligible items only.

Purpose

This guide introduces HSA/FSA payment acceptance on TikTok Shop and provides a complete visual walkthrough of the end-to-end purchasing experience. (Note: All UI designs are current as of May 18th, 2026.)

What Are HSA/FSA Payments and Why Do They Matter?

Health Savings Accounts (HSAs) and Flexible Spending Accounts (FSAs) are tax-advantaged accounts that allow consumers to set aside pre-tax income to pay for qualified medical expenses. When a consumer uses their HSA or FSA debit card to purchase an eligible product, the transaction is funded with pre-tax dollars — meaning the buyer can effectively save 20–35% compared to paying out of pocket.
For sellers, this represents a massive and growing consumer spending channel with built-in purchase motivation, seasonal urgency, and expanding product eligibility.

Enabling Products to be HSA/FSA-eligible

Uploading a HSA/FSA-eligible Product

The listing process for HSA/FSA-eligible products is identical to a standard TikTok Shop product. The only additional requirement is a valid UPC (12-digit number) or GTIN (14- digit number) in the "Product identifier code" field under "Sales Information" — this is what triggers the internal eligibility review. This applies to both new and existing listings.
Disclaimer: UPC submission does not guarantee eligibility, but will allow your product to be internally reviewed

FSA/HSA Product Eligibility Requirements

Products that qualify for HSA/FSA are determined by the IRS, per (508C IRS Code Section 213(d)) and SIGIS (Special Interest Group for IIAS Standards). SIGIS is responsible for the development and management of an industry standard to meet IRS requirements for operating an inventory information approval system (an "IIAS").
If you believe that you have a product that should qualify, and is not badged, you can submit your product's details into this Product Sumission Form for review and we'll work with SIGIS to determine if it qualifies according to their eligibility criteria. Please submit your form to your acount manager. Similarly, if you believe that your product was incorrectly badged, and the badge should be removed, you may fill out this form to let us know and we will promptly update this on your product detail page.
Important: Please do not submit your products directly to SIGIS on your own. Once the form is received, TikTok Shop will work with SIGIS to review.

FAQ

What is the difference between an HSA and an FSA?An HSA (Health Savings Account) is individually owned, rolls over year to year, and requires enrollment in a High-Deductible Health Plan. An FSA (Flexible Spending Account) is employer-owned, operates on a "use it or lose it" basis with most funds expiring in mid-March, and is available with most employer-sponsored health plans.
How can I tell if my product is HSA/FSA eligible?Products must qualify as a medical expense under IRS Section 213(d). Common eligible categories include OTC medications, medicated skincare, SPF products, first aid supplies, and health monitoring devices — if your product treats, prevents, or diagnoses a medical condition, it likely qualifies.
What documentation or certification is needed to list a product as HSA/FSA eligible? No separate certification is required — you just need a valid UPC (12-digit number) or GTIN (14- digit number) on your product listing. The UPC or GTIN is what triggers TikTok Shop's internal eligibility review process.
Can a product lose its HSA/FSA eligibility, and what happens to active listings?Yes — if IRS guidelines change or a product's formulation/classification is updated, eligibility can be revoked. Affected listings would be updated to reflect the change and would no longer be purchasable with HSA/FSA funds.
