Creator Enforcement Policy

Key Points:
  • You can monitor the health of your TikTok Shop creator account using the Creator Health Rating, a 0 to 1,000 points system that rewards you for quality content and deducts points for policy violations.
  • A Creator Health Rating between 200 and 1,000 is considered healthy. Be careful when your Creator Health Rating is between 151 and 199. A Creator Health Rating 150 and below is considered unhealthy.
  • If your Creator Health Rating drops to milestones 150, 100, 50, or 0 points, enforcement actions will be taken. Increase your Creator Health Rating and avoid hitting these milestones by creating high-quality promotional content and passing policy quizzes.
  • You can appeal your violations, but these are subject to strict timelines, so check your Creator Health Rating regularly! If your appeal is successful, we will remove the enforcement actions for these violations and may restore any privileges withdrawn, where appropriate.
  • Staying compliant and maintaining a strong Creator Health Rating helps ensure long-term success on TikTok Shop by unlocking more opportunities to expand your follower base and build a sustainable presence on the platform.
The information given below provides an overview of TikTok Shop’s creator enforcement policies, including details on the Creator Health Rating, Milestone Enforcements, Risk Behavior Control, and other related guidelines.

Creator Health Rating (CHR)

image
The Creator Health Rating (CHR) is a numerical score (from 0 to 1,000) that provides a snapshot of the overall health of your creator account. Points may be deducted when a policy is violated or your account does not meet our performance standards. However, you can earn points by creating content that follows our policies and generates orders that aren't cancelled or refunded. You can also regain lost points by scoring perfectly on creator policy quizzes. All new TikTok Shop creators start with 200 points.
Access your Creator Health Rating in Creator Center via TikTok Shop for Creators.

  • If your Creator Health Rating is green, it means your account has at least 200 points and is in a healthy state.
  • If your Creator Health Rating is orange, it means your account has 151 to 199 points and needs improvement.
  • If your Creator Health Rating is red, it means your account has 1 to 150 points and is at risk of deactivation.
  • If your Creator Health Rating hits 0, you are no longer eligible to be a TikTok Shop Creator, and you will lose all e-commerce permissions.
Points ReductionWe may deduct points from your Creator Health Rating if your account violates our Creator Terms of Use or any of our policies, including but not limited to the TikTok Shop Content Policy. The points we deduct depend on the severity and frequency of the violation. Point deductions from your Creator Health Rating will be reset after 90 days.
Points AwardedIf you want to improve your Creator Health Rating, there are multiple ways you can earn points:
  • Pass our policy quizzes: Earn 1 point immediately when you get a perfect score on the Creator Policy Quiz associated with a violation.
  • Post eligible content: Earn 1 point every time you post LIVE or short videos that receives no violations and results in at least one eligible order in the last 180 days.
    • You can earn a maximum of 5 points a week through eligible content.
  • More eligible orders: Earn 1 point when your content results in 50 complete orders within the last 180 days. Undelivered, cancelled, returned, or refunded orders do not count as completed orders.
    • You can earn a maximum of 5 points a week through eligible orders.
Points earned through eligible content and eligible orders are added every Monday on a weekly basis. Each point added to your Creator Health Rating is valid for 90 days. For example: if you earn 2 points for eligible content on January 1, 2025, those 2 points will automatically expire and be removed from your Creator Health Rating after 90 days.If your appeal or corrective action for a violation is approved, any deducted points will be restored to your Creator Health Rating.

Depending on the severity and frequency of your violations, we may take enforcement actions against your account. These include but are not limited to:
  • Removing product links
  • Removing or blocking content
  • Withholding creator commission
  • Restricting or permanently blocking your account
  • Initiating legal action against you
  • Reporting you to relevant authorities

Withholding Creator Commissions

If TikTok Shop determines that a creator has violated any TikTok Shop content policies, it reserves the right to suspend the creator's account and/or withhold creator commissions for up to 90 days.
Furthermore, if the creator account is found to have engaged in deceptive, abusive, fraudulent, or illegal activity, TikTok Shop will permanently withhold all commissions from the creator's account.
Commission Fund Freeze Due to Policy ViolationsWhen a creator is found to be in violation of the TikTok Shop Creator Terms of Use, TikTok Shop will initiate a freeze on commission funds associated with the account.
If a creator is associated with an agency, any commission splits to that agency will also be blocked when the creator's commission funds are frozen.
Creators will have 30 calendar days from the enforcement date, as reflected in the Violations section of the Creator Health Record, to submit an appeal.
If the appeal is approved, the fund freeze may be lifted. If no appeal is submitted within the timeframe or if the appeal is denied, the frozen commission may be forfeited in accordance with TikTok Shop policy.
To see the amount deducted, open TikTok Studio > Tools > Monetization > Balance > Earning history. You can then view the deducted amount under violations.Commision earnings.jpgIf you would like to appeal, please refer to our How to Submit Creator Appeals If your appeal is rejected or not submitted within 30 days, your recent earnings may be subject to deductions based on policy violations.

Risk Behavior Control

In addition to the corrective actions set out above, TikTok Shop may take additional enforcement actions, such as:
  • Freezing all payments permanently from TikTok Shop (including but not limited to deposit and promotion fees)
  • Removing creator account information
  • Removing content from the account
  • Restricting or permanently blocking the account
  • Removing overall TikTok Shop permissions
TikTok Shop reserves the right to impose a suspension including video, live, and product showcase on creators who:
  • Involve themselves in severe violations that have been uncovered or reported by public media, user reports, and complaints
  • Engage in illegal behavior that has caused or may cause actual damage and adverse effects to TikTok Shop
  • Repeatedly violate our policies
Creators who repeatedly violate our TikTok Shop Content Policy will face immediate enforcement actions, regardless of accumulated violation points. The severity of the offense will determine the specific enforcement action, which could include, but is not limited to, suspension of the creator's account.

Affiliate Creator Product Selection Strategy

A creator’s ability to promote certain products is influenced by their performance score within their Creator Health Record. A low score may result in restrictions on promoting specific products.
You might wonder, “Why can’t I add this product to my showcase, video, or livestream?”Some products require creators to meet certain qualifications before they can be promoted. These qualifications are based on factors like Creator Health Rating and your Promotion Performance Score. This approach helps create a safer and more trustworthy experience for both creators and buyers.

Appeals

If you believe that an enforcement action was taken against you in error, you can file an appeal through your violation ticket. We do not accept appeals for milestone enforcement actions. We will investigate the case and take corrective actions where applicable.
  • You can raise a maximum of one appeal per violation.
  • You must raise an appeal within 30 days of enforcement.
  • If your appeal is successful, we will remove any enforcement actions taken and restore any privileges withdrawn.
  • All decisions made by TikTok Shop are made at our sole discretion and are final after the appeal is finalized.
  • Any appeals raised after the timelines mentioned above will not constitute a valid appeal and will not be reviewed by TikTok Shop.
Note that during an investigation, you are responsible for:
  • Collecting and preparing all supporting documents.
  • Providing a clear explanation of why the enforcement action was taken against you in error.
  • Providing any additional materials or information that may be required by TikTok Shop.
Submitting an appeal does not guarantee a successful outcome. Appeals ensure that TikTok Shop will conduct a review of the relevant case in consideration of additional materials or explanations provided by the creator.Refer to the How to Submit Creator Appeals article for more information.
