Creator Enforcement Policy

image
Key Points:
  • TikTok Shop may take enforcement actions if creators violate content policies or fail to meet performance standards.
  • Creators can appeal violations, but timelines may apply. Check your violation history regularly to stay informed.
  • Successful appeals may result in the removal of enforcement actions and, where applicable, restoration of lost privileges.
  • Ensure you also comply with our Creator Health Rating Policy, which defines how creators earn and lose points based on content quality and policy adherence. CHR also sets milestone-based enforcement actions, unlike the Creator Enforcement Policy, which addresses broader enforcements and violations.
This policy outlines how TikTok Shop addresses content and behavior violations by creators. We actively monitor creator activity and may take action when policies are violated or performance expectations are not met.

When Enforcement May Occur

TikTok Shop may take enforcement action against a creator if they:
  • Violate TikTok Shop’s policies or community guidelines when posting or promoting products
  • Repeatedly post misleading, prohibited, or unsafe content
  • Attempt to bypass platform rules or manipulate features (e.g., miscategorizing content, engaging in fake engagement, or using multiple accounts to avoid enforcement)
  • Are involved in severe violations uncovered or reported by public media, user reports, or complaints
  • Engage in illegal behavior that causes or may cause actual damage or adverse effects to TikTok Shop
These behaviors are considered high-risk and may result in immediate enforcement, including suspensions. Creators who repeatedly violate our policies will face enforcement actions regardless of accumulated violation points.

What Enforcement Can Look Like

Depending on the severity and frequency of the issue, TikTok Shop may take one or more of the following actions:
  • Content Removal: Videos that violate policy may be taken down.
  • Access Restrictions: Creators may lose access to product features (e.g., tagging or linking products).
  • Monetization Suspension: Creators may be restricted from earning commissions.
  • Feature Limitations: Additional platform features may be disabled.
  • Account Restrictions or Removal: In serious or repeated cases, creators may be permanently removed from TikTok Shop.
  • Freezing Payments: TikTok Shop may permanently freeze all payments, including deposits and promotional fees.
  • Removing Account Information: TikTok Shop may remove creator account details from the platform.
  • Suspensions on Video, Live, and Product Showcases: Creators may face suspensions on these features.
  • Legal Action: TikTok Shop may initiate legal proceedings in response to violations.
  • Reporting to Authorities: TikTok Shop may report violations to relevant governmental or regulatory authorities.

How Creators Are Notified

When enforcement occurs, creators will be informed through their TikTok inbox under Monetization for each violation. You will also receive a weekly reminder to review their personalized Account Health Report. This notice typically includes:
  • The reason for the enforcement
  • What action was taken
  • Whether the action is temporary or permanent

Violation Records

You can review your violation history and overall account health on your Creator Health Rating (CHR) page.
  • TikTok Shop violations appear when short videos or LIVEs do not comply with TikTok Shop content policies. These may include first-time warnings that do not affect your CHR and repeated violations that may lead to point deductions and milestone-based enforcement actions.
  • General violations are related to TikTok’s Community Guidelines. These do not affect your CHR but may result in moderation actions such as video removal or account warnings.
Regularly reviewing violation records helps identify areas for improvement, take suggested actions, and prevent future violations. Refer to our Best Practices below for common violations and resolution resources.

Withholding Creator Commissions

If TikTok Shop determines that a creator has violated any TikTok Shop content policies, we reserve the right to suspend the creator's account and/or withhold creator commissions for up to 90 days.
If the creator account is found to have engaged in deceptive, abusive, fraudulent, or illegal activity, TikTok Shop will permanently withhold all commissions from the creator's account.

Commission Fund Freeze Due to Policy Violations

When a creator is found to be in violation of the TikTok Shop Creator Terms of Use, TikTok Shop will freeze the commission funds associated with the account.
If a creator is associated with an agency, any commission splits to that agency will also be blocked when the creator's commission funds are frozen.
Creators have 30 calendar days from the enforcement date, as shown in the Violations section of the Creator Health Record, to submit an appeal.
If the appeal is approved, the freeze may be lifted. If no appeal is submitted within this timeframe or if the appeal is denied, the frozen commissions may be forfeited in accordance with TikTok Shop policy.
To view the amount deducted, open TikTok Studio > Tools > Monetization > Balance > Earning History. The deducted amounts will be listed under violations.

Understanding Affiliate Creator Product Eligibility

An Affiliate Creator's ability to promote certain products—whether in their showcase, videos, or live streams—depends on their Creator Health Rating.
Affiliate Creators with low scores may be restricted from promoting specific products. This helps ensure a safe and trustworthy experience for both creators and customers.
Some product types require Affiliate Creators to meet eligibility criteria based on factors such as:
If you’re unable to promote a particular product, it may be because you don’t currently meet the required score or performance thresholds. Refer to our Affiliate Creator Product Selection Policy for more information.

Appeals

If you believe an enforcement action was taken in error, you may file an appeal through the corresponding violation ticket. Appeals are not accepted for milestone enforcement actions.
We will investigate the case and take corrective action where applicable.
Appeal rules:
  • Only one appeal may be submitted per violation.
  • Appeals must be submitted within 30 days of enforcement.
  • If your appeal is successful, any associated enforcement will be removed and privileges restored.
  • Decisions made by TikTok Shop are final once the appeal process is complete.
  • Appeals submitted after the 30-day period will not be reviewed.
Appeal requirements:You are responsible for:
  • Collecting and submitting all relevant supporting documents.
  • Clearly explaining why the enforcement action was made in error.
  • Providing any additional information requested by TikTok Shop.
Submitting an appeal does not guarantee reversal of the enforcement. It does ensure that TikTok Shop will conduct a thorough review of your case, taking into account all submitted materials.
Refer to the How to Submit Creator Appeals article for full instructions.
