INFORM Consumers Act Seller Requirements

This document outlines the INFORM Consumers Act seller requirements on TikTok Shop. INFORM Consumers Act compliance is also subject to our Seller Enforcement Policy. Sellers must comply with both this document and the Seller Enforcement Policy when operating a shop and selling products on TikTok Shop.

INFORM Consumers Act

The INFORM Consumers Act requires e-commerce platforms like TikTok Shop to collect, verify, and share specific seller information with customers, with the goal of creating a safe and transparent online buying experience for them.

Sellers Impacted by the INFORM Consumers Act

Sellers (otherwise known as high-volume sellers) who have completed 200 or more separate sales or transactions of new or unused products and earned at least $5,000 in gross revenues in any continuous 12-month period during the past 24 months.

Seller Verification and Disclosure Requirements

High-volume sellers are required to provide specific information to online marketplaces like TikTok Shop at least once a year for verification purposes. These sellers will receive a system notification annually to verify this information in the Qualification Center, which includes:
  • Bank account
  • Contact information:
    • For individual/sole proprietorship sellers: Business owner's name
    • For corporate/partnership sellers: Government-issued record/tax document with business name and address
    • Tax ID (EIN)
    • Email
    • Phone number
For high-volume sellers with annual gross revenues of at least $20,000, TikTok Shop must disclose their contact information, including physical address, on their Product Detail Pages. There are some exceptions that allow only partial address sharing with customers.

Acceptable Documents for INFORM Compliance

To comply with the INFORM Consumers Act, you must submit one of the following three documents:
  • Photo ID of Authorized Representative (US Passport, US Passport Card, US Driver License, US State ID, Green Card, or Permanent Resident Card)
  • Tax Document (IRS-issued document showing your business name, EIN, and business address)
    • IRS 147 C
    • IRS 252 C
    • IRS CP 575 A
    • IRS CP 575 B
    • IRS CP 575 G
    • IRS CP 575 E
    • IRS CP 575 H
The following are not allowed:
  • A screenshot of the IRS website
  • W-9 Forms
  • SS-4 Applications (or any IRS application to update or file information), tax returns, or e-file confirmations
  • Business Registration Document (further details below)
If we need to collect any of these documents from you, we will notify you and request it in the Qualification Center.

Business Registration Documents

A business registration document is an official document that proves your business is registered with a state or local government. If you choose to submit one, ensure it includes the following information:
  • Issued / filed by a state or local government
  • Date of incorporation
  • Full legal name of company (including legal form)
  • Registered business address
  • If standard on the jurisdiction's registration or incorporation documents:
    • Trading name (such as "doing business as" name) and address
    • Business Registration Number (BRN)
Non-exhaustive examples of Business Registration Documents include:
  • Articles of Incorporation / Articles of Organization
  • Certificate of Incorporation / Organization
  • Certificate of Corporation
  • Certificate of Limited Liability
  • Statement of Information
or a Business License/Permit:
  • Business License
  • Sales Tax Permit
  • Certificate of Registration
Note: All submitted business registration documents must be issued or filed by the state.Submission Requirements:
  • Document image(s) must be fully visible.
  • Files must be less than 5 MB and in a JPG, PNG, JPEG, or PDF format.

Uploading INFORM Documents

If you have received communications that you must upload an INFORM document, you can do so by following the below steps:
  1. Log in to Seller Center.
  2. Click on the shop profile icon in the top right corner, click on My Account, and then Account Settings.
  3. Click on Qualification Center and then Seller Qualification.
  4. Upload your required documentation (Photo ID of Authorized Representative, Tax Document, or Business Registration Document).

Consequences of Non-Compliance

Your shop will be at risk of payment delays, listings delays, or suspension if:
  • The required information has not been uploaded in the Qualification Center, even if you do not have any changes
  • We are unable to verify the information you have provided
  • You fail to re-certify your information when required to do so

Updating Your Business Address

Corporate or partnership sellers can update and verify their business address by following these steps:
  1. Log in to Seller Center.
  2. Click on the shop profile icon in the top right corner and select My Account, then click Account Settings.
  3. Click on Qualification Center and select Edit.
  4. Provide a bank statement, a credit card statement, or a utility bill with the business name and new business address.
    1. You may also provide a government-issued document with the registered business name and new address, which can include state-filed articles of incorporation, state business registration documents, tax licenses, or IRS letters.
  5. Enter your new business address in the fields below.
  6. Click Submit.
Please note: Individual and sole proprietorship sellers do not have the ability to update their address yet. This feature will be available soon.

Certifying Your Business Address Type

Verify your shop's registered address by following these steps:
  1. Log in to Seller Center.
  2. Click on the shop profile icon in the top right corner and select My Account, then click Seller Profile.
  3. Click the Business Information tab. Then click Confirm your address.
  4. Select Business Address or Residential Address. When choosing Residential Address, you are confirming that you do not have a business address and that your residential address operates as your business address.
  5. Click Confirm.

Update Your Business Representative's Name

Individual or sole proprietorship sellers can update and verify their current business representative's name during annual recertification by following these steps:
  1. Log in to Seller Center.
  2. Click on the shop profile icon in the top right corner and select My Account, then click Account Settings.
  3. Click on Qualification Center and select Verify Now (for Qualification Verification).
  4. Click No for the question "Does TikTok Shop have the most up-to-date name of the business owner?"
  5. After verifying all other information (bank and contact information), click Confirm.
  6. Enter the updated information on the next screen and upload your required documentation (Photo ID of Authorized Representative and Decree Changing Name or Court Order for Name Change), then click Submit.

Updating Your Business Name

Corporate or partnership sellers can update and verify their business name during annual recertification by following these steps:
  1. Log in to Seller Center.
  2. Click on the shop profile icon in the top right corner and select My Account, then click Account Settings.
  3. Click on Qualification Center and select Verify Now (for Qualification Verification).
  4. Click No for the question "Does TikTok Shop have the most up-to-date business name and address?"
  5. After verifying all other information (EIN, bank, and contact information), click Confirm.
  6. Enter the updated information on the next screen and upload your required documentation (IRS document with EIN, business name and address), then click Submit.

Annual Information Verification Requirements

Sellers are required to confirm their shop information once a year. You will be notified when its time to re-verify, and a task will be available in the Qualification Center if you need to re-confirm your information. Failure to update your information on time may result in payment delays, listings delays, or shop suspension until the information is confirmed and approved.

Enforcement Actions and Appeals


We regularly review your shop’s compliance with this document and our Seller Enforcement Policy. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. This may include, but is not limited to:
  • Deducting points from your Account Health Rating
  • Removing product listings
  • Revoking your access to offer products for sale
  • Issuing refunds to customers
