How to Apply for Inbound Approval for Goods Containing Hazardous Chemical Components / Batteries
- Battery-containing or magnetic dangerous goods (Class 9) and flammable liquids (Class 3) require sellers to submit the MSDS and hazardous materials information during the Goods creation process for review. Email-based pre-approval is not required. Only after the system review is approved may sellers ship inventory inbound to FBT warehouses.
- Before warehouse approval is granted, sellers are strictly prohibited from shipping goods to FBT warehouses in advance. Any early shipment will be rejected by the warehouse.
Packaging Requirements for Goods Containing Hazardous Chemical Components / Batteries
Identification of Goods with Hazardous Chemical Components / Batteries
All goods containing hazardous chemical components or batteries must complete component testing and provide a Material Safety Data Sheet (MSDS/SDS). The UN Dangerous Goods Number (UN number) is a four-digit code prefixed with “UN” used to identify and classify hazardous materials. Sellers can find the accurate UN ID for their product in Section 14 of the MSDS/SDS.
Packaging Requirements for Flammable Liquids
Packaging Requirements:- Inner Packaging
- Metal containers: max capacity 1 quart (946 ml)
- Non-metal containers: max capacity 1 pint (568 ml)
- Containers must have screw caps or equivalent sealing mechanisms
- Metal containers: max capacity 1 gallon (3785 ml)
- Non-metal containers: max capacity 1 quart (946 ml)
- Containers must have screw caps or equivalent sealing mechanisms
- Flash point > 20°F (–7°C) and ≤ 73°F (23°C):
- Flash point > 73°F (23°C) and ≤ 100°F (38°C):
- Outer Packaging
- Outer packaging must be strong and durable enough to securely protect the goods during handling and transportation
Labeling and Outer Carton Marking Requirements:
Inbound goods must meet Limited Quantity (LQ) requirements.- For ground and ocean transportation, only the LQ (Limited Quantity) label and orientation arrows are required to ensure the package is not inverted.

- Proper Product name: “Consumer Commodity” (air transportation only)
- Class 9 hazardous materials warning label (air transportation only)

Battery Classification and Regulations
Lithium batteries can be classified into lithium-ion batteries (including lithium polymer batteries) and lithium metal batteries (including lithium alloy batteries):- Lithium-ion (including lithium polymer) batteries (UN3480 / UN3481):
- Lithium metal (including lithium alloy) batteries (UN3090 / UN3091):
- Batteries shipped alone: The package contains only batteries and does not include the equipment that uses the batteries.
- UN3090: Lithium metal (including lithium alloy) batteries
- UN3480: Lithium-ion (including lithium polymer) batteries
- Batteries packed with equipment: The package contains both the equipment that uses the batteries and additional batteries that are not installed in the equipment.
- UN3091: Lithium metal (including lithium alloy) batteries packed with equipment
- UN3481: Lithium-ion (including lithium polymer) batteries packed with equipment
- Batteries contained in equipment: The batteries are installed in the equipment that uses them.
- UN3091: Lithium metal (including lithium alloy) batteries contained in equipment
- UN3481: Lithium-ion (including lithium polymer) batteries contained in equipment
- Lithium-ion (including lithium polymer) batteries: Cell energy ≤ 20 Wh, and battery energy ≤ 100 Wh
- Lithium metal (including lithium alloy) batteries: Cell lithium content ≤ 1 g, and battery lithium content ≤ 2g
Packaging Requirements for Battery-Containing Products
UN3480 Lithium-Ion Batteries (Non-Small Cells and Batteries)
Packaging Requirements- Inner Packaging:
- Cells and batteries must be packaged to prevent short circuits, and the terminals of the cells and batteries must be protected.
- Cells and batteries must be placed in non-metallic inner packaging, fully enclosed, and ensured not to come into contact with conductive materials (such as metal) within the packaging.
- The inner packaging must ensure that the cells and batteries are not damaged during handling and transportation.

- Outer Packaging:
- The outer packaging must use packaging materials that comply with UN Packing Group II requirements. Sellers must follow the packaging instructions provided by the packaging manufacturer.
- As an alternative, lithium batteries with a total weight of 12 kg (26.5 lbs) or more packaged in strong impact-resistant outer casings may be placed in sturdy outer packaging (such as wooden crates) or secured on pallets or other handling equipment.
- Class 9 lithium battery hazard label;
- Cargo aircraft only label (if air transportation);
- UN ID number: UN3480;
- Proper Product name: “Lithium ion batteries”;
- Shipper and consignee names and addresses.

UN3480 Lithium-Ion Batteries (Small Cells and Batteries)
Packaging Requirements:- Inner Packaging:
- Cells and batteries must be packaged to prevent short circuits, and the terminals of the cells and batteries must be protected.
- Cells and batteries must be placed in non-metallic inner packaging, fully enclosed, and ensured not to come into contact with conductive materials (such as metal) inside the package.
- The inner packaging must ensure that the cells and batteries are not damaged during handling and transportation.

- Outer Packaging:
- UN-certified outer packaging is not required; however, the outer packaging must be strong enough to pass a 1.2-meter drop test from any orientation. During the drop test, the cells or batteries must not be damaged or leak, and no contact between cells or batteries may occur.
- The total weight of the completed package must not exceed 30 kg (66 pounds).
- The Cargo Aircraft Only label is required if air transportation is used.
- Lithium battery mark
- UN ID number: UN3480
- Telephone number provided for additional information when required.

UN3481 Lithium-Ion Batteries Packed With Equipment or Contained in Equipment (Non-Small Cells and Batteries)
Packaging Requirements:- Inner Packaging:
- Cells and batteries must be packaged to prevent short circuits, and the terminals of the cells and batteries must be protected.
- The inner packaging must ensure that the cells and batteries are not damaged during handling and transportation.
- For packages where equipment and batteries are packed together in the same package, the cells and batteries must be placed in non-metallic inner packaging, fully enclosed, and ensured not to come into contact with conductive materials (such as metal) within the package.

- Outer Packaging:
- For batteries packed together with equipment, the outer packaging must be made of packaging materials that comply with UN Packing Group II requirements. Sellers must follow the packaging instructions provided by the packaging material manufacturer.
- For batteries contained in equipment, UN-certified packaging is not required; however, strong and adequately durable outer packaging must be used to ensure that the cells and batteries are not damaged during handling and transportation.

- Cells and batteries must be placed in non-metallic inner packaging, with the battery cells fully enclosed, and ensured that the batteries do not come into contact with conductive materials (such as metal) inside the packaging.
- The inner packaging must ensure that the cells and batteries are not damaged during handling and transportation.

- Outer Packaging:
