FBT Rate Card & Frequently Asked Questions

Summary

What are the key updates to TikTok Shop’s Fulfilled by TikTok (FBT) shipping and fulfillment fees effective from mid-2025 to early 2026?

  • From June 16, 2025, all FBT products qualify for free shipping by default with no $30 minimum, boosting visibility and campaign access; sellers can opt out but risk lower sales and pay a $5.99 fee for orders under $30.
  • Starting January 12, 2026, multi-unit fulfillment fees will decrease by up to 24% for 2-4+ item orders in the 0–4 lbs weight tier; storage fees reduce by 14%-43% for inventory stored up to 270 days starting Dec 15, 2025.

How does the FBT free shipping policy opt-out work, and what are the implications for sellers?

  • Sellers opting out face a $30 free shipping threshold and shoppers pay $5.99 shipping on orders under $30; sellers still pay standard fulfillment fees but receive $0.75 reimbursement per unit on orders where shipping is charged.
  • Opting out may reduce sales due to shopper preference for free shipping; the $30 threshold and $5.99 fee are fixed and non-negotiable, so sellers must weigh margins against potential conversion drops.

What are the requirements and fees related to inbound shipments, hub placement, and non-compliance under FBT?

  • Sellers can ship inventory directly to fulfillment centers (no hub placement fee) or via optional East/West hubs (hub placement fees apply starting Aug 1, 2025); non-compliance with routing or booking incurs inbound incident fees starting June 16, 2025.
  • Non-compliance fees cover issues like late arrivals, incorrect delivery locations, or shipment deviations, starting at $0.50 per unit, designed to offset operational costs from inventory handling and repositioning.

How are fulfillment fees calculated for multi-unit orders, bundles, and shipping weight under FBT?

  • Multi-unit pricing applies when 2+ units from the same seller are purchased in one checkout, with lower per-unit fees for 2, 3, and 4+ units; single-unit fees remain unchanged.
  • Virtual bundles are charged per unit (multi-unit fees), while physical bundles are treated as one unit (single-unit fee); shipping weight is based on actual or dimensional weight (Length×Width×Height ÷166), whichever is greater.

What are the important billing, storage, and value-added service fee details sellers should know?

  • FBT fulfillment, storage, hub placement, and value-added service fees are deducted from GMV and visible in Seller Center invoices; storage fees are free for first 60 days and discounted thereafter up to 270 days.
  • Sellers using their own packaging can apply for the Ship In Original Container (SIOC) discount by meeting packaging standards and certification, reducing fulfillment fees based on size and weight.

Frequently Asked Questions

  1. What’s the difference for sellers offering products under $30?
With the new FBT Buyer Shipping Policy, all products shipped via FBT will now qualify for free shipping by default, regardless of price — including those under $30.This means:
  • Buyers no longer need to pay for shipping, even on lower-priced items.
  • Sellers benefit from higher conversion rates, as TikTok Shop shoppers strongly prefer free shipping.
Sellers who choose to opt out of this policy can still ship via FBT, but their customers will be charged a $5.99 shipping fee if the order value is below $30.Here’s a comparison example for a $12 T-shirt (8–12 oz shipping weight):image
Note: While opting out reduces the fulfillment fee slightly, it may also lead to lower sales performance due to the lack of free shipping.
  1. With FBT launching the new no-threshold shopper free shipping policy, what do sellers need to do?
No action is required—sellers will automatically benefit from the new no-threshold shopper free shipping policy and enjoy the full advantages of the TikTok Shop Free Shipping Program. This update is especially helpful for sellers with products priced under $30, as those products will now qualify for free shipping without meeting a minimum order amount. If sellers prefer to maintain the previous $30 free shipping threshold, FBT offers an option to opt out of the no-threshold policy. Please refer to 'Opting Out of FBT Free Shipping Policy' in the article above.
  1. What will happen to the FBT Seller-Funded Free Shipping feature?
As part of the FBT shipping policy upgrade, the FBT Seller-Funded Free Shipping feature will be discontinued. FBT will now default to a no-threshold free shipping model to enhance the buyer experience and drive higher conversion. If a seller previously configured FBT Seller-Funded Free Shipping, those settings will be automatically removed, and the feature will no longer be available going forward.
  1. Are samples shipped through FBT charged differently than regular shopper orders?
No, sample orders fulfilled through FBT under the Affiliate Program are charged the standard per-unit FBT fulfillment fee, the same as regular shopper orders. These orders are not eligible for the $0.75 per-item reimbursement for products opted out of no-threshold free shipping.
  1. How does multi-unit fulfillment fee pricing apply?
Multi-unit pricing applies to orders that include two or more units fulfilled by FBT from the same seller in one checkout. This includes scenarios such as:
  • A shopper purchases a virtual bundle (e.g., two or more separate SKUs grouped together).
  • A shopper purchases multiple units—either the same SKU or different SKUs—from the same seller.
Important Notes:
  • Multi-unit pricing applies only when a single FBT seller contributes two or more items to the order. Orders with items from different FBT sellers do not qualify, unless one seller contributes multiple items—in which case, that seller receives the multi-unit pricing.
  • Physical bundles—products pre-packed and shipped as a single unit—are treated as one unit in the FBT warehouse and charged as a single fulfillment unit.
Multi-unit fulfillment fees are calculated based on the Chargeable Weight of each individual unit. There is no need to estimate total package weight or dimensions for the full order.
  1. For the new multi-unit rates, do I need to take any action to get the new pricing?
No. The new multi-unit rate card will automatically apply to all eligible FBT orders starting September 15th, 2025.
  1. For the new multi-unit rates: How are multi-unit orders (from the same seller in one checkout) billed under the new rate card? How about single unit rates?
  • There is no change. Single-unit orders will continue to be billed at the existing single-unit rate.
  • 2-unit orders: For selected weight bands, the rates are now reduced compared to previous multi-unit rate.
  • 3-unit orders: Lower per-unit rate than 2-unit orders.
  • 4+ unit orders: Receive the best (lowest) per-unit rate, applied to all orders of 4 or more units.
  1. How will the fulfillment fee appear in the Billing Center?
The FBT fulfillment fee will be charged through the TikTok Shop Seller Center when orders are delivered and deducted directly from your revenue.Billing statements will include the following line items:
  • FBT Fulfillment Fee (Debit) – applies to all FBT orders
  • Customer Paid Shipping Fee (Credit) – for orders where the shopper paid for shipping
  • TikTok Shop Shipping Incentives (Credit) – for orders where TikTok Shop offers free shipping
  • Customer Shipping Fee Offset (Debit) – applies to both scenarios to offset the shipping-related credit, ensuring no net gain or loss for sellers

  • FBT Fulfillment Fee (Debit)
  • TikTok Shop Shipping Incentive (Credit): The amount TikTok Shop covers for the shopper's shipping.
  • Customer Shipping Fee Offset (Debit): The same amount is deducted to offset the platform-funded shipping.
Scenario 2: Shopper Paid for Shipping

  1. Where can I find charges for storage fee, hub placement fee and value-added services (VAS)?

FBT Fulfillment Fee

  1. How will I be charged for bundled products when I use FBT to ship them?
The way fulfillment fees are charged for bundled products in FBT depends on whether the bundle is classified as a virtual bundle or a physical bundle:
  • A virtual bundle refers to a group of products sold together as a package deal but not physically packaged together prior to storage and shipping. Each unit in the bundle is treated as a separate unit during fulfillment and requires a separate pick by our warehouse team.
  • A physical bundle refers to products that are combined and packaged as a single unit before storage and shipping. These products are physically prepackaged together, requiring only a single pick by our warehouse team.
Charges for bundled products:
  • Virtual bundles: These qualify for the multi-unit fulfillment fee, as each unit is fulfilled separately. Virtual bundles generally cost more to fulfill compared to a single physical bundle, depending on the weight and dimensions of the units.
  • Physical bundles: These qualify for the single-unit fulfillment fee, as the entire bundle is treated as a single unit. If multiple physical bundles are purchased within a single order, the order will qualify for the multi-unit fulfillment fee.
Note: Ensure all physical bundles are assembled/pre-packed prior to arrival at FBT, as FBT currently does not offer kitting services.
  1. Are there additional charges for orders shipped to Alaska or Hawaii?
There are no additional surcharges for orders shipped to Alaska or Hawaii. The fulfillment fees listed above apply equally to orders shipped to Alaska, Hawaii, and the contiguous United States.

  1. For storage cost discount between Sep 1st 2025 and Jan 31st 2025, how will I receive the benefits?
All updates on Sep 1st on storage (including 60 days of free storage, and time-bound discounted storage), will be applied automatically. No action is required from you.You can view these changes directly on the updated rate card, monthly storage invoices, and fulfillment charges starting September 1st 2025.

The following hubs are assigned to their respective pricing regions:
TikTok_Redlands(CA)_Hub
West
TikTok_Eastvale(CA)_Hub
West
TikTok_Middlesex(NJ)_Hub
East
  1. Will FBT continue to support inbound shipments sent to two different hubs within the same Inbound Shipment (IBR)?
No, FBT has discontinued the option to inbound to two hubs in order to simplify the seller experience. For existing inbound orders already en route to two FBT hubs:
  • Shipments received on or after June 6 will be charged based on the new hub placement fee rate card (West Coast rates).
Shipments received before June 6 will continue to follow the previous hub placement fee structure and rate card.
  1. How much flexibility do sellers have when inbounding to FBT?
FBT provides sellers with flexible options for inbound shipments to optimize cost and convenience. This flexible structure lets sellers choose the best option for their business, optimizing for cost and efficiency while maintaining compliance. Sellers can choose from the following options:
  • Single FBT Hub (East or West) – Hub Placement Fee Applies
  • Direct Ship to Multiple Fulfillment Centers (No Hub Placement Fee)
Sellers can specify the SKUs, quantities, and estimated delivery dates for their inbound shipments. Regardless of whether sellers are shipping to hubs or directly to fulfillment centers, they must follow FBT’s routing guide and inventory allocation recommendations to avoid inbound incident fees. Additionally, if shipping to a single hub, sellers must ensure the products are sent to the correct location.
  1. What happens if a seller does not follow the allocation requirements provided by FBT for Hub or direct-to-fulfillment center inbound shipments?
Sellers who fail to comply with FBT's allocation or routing requirements for inbound shipments will be charged inbound incident fees. These fees are determined by the type and severity of the non-compliance. Examples of non-compliance include sending shipments to incorrect locations, mislabeling, or failing to meet quantity requirements. These surcharges help cover the additional operational costs required to reposition inventory and maintain efficient processes.
  1. Is there an additional cost associated with shopper returns or refunds?
Yes, sellers may be responsible for certain costs depending on the outcome of the return or refund request. If sellers are found to be responsible based on the return and refund policy, they may incur the following fees: return shipping, shopper-paid shipping fee, TikTok shipping fee paid on behalf of the shopper. For sellers using the FBT shopper return service, an additional return handling fee of $3 per order will apply.
  1. What is the Outbound Exit Inventory — Missed Appointment/No Show Fee?
When submitting an Exit Inventory (Return to Merchant) request, sellers can choose a removal method: Small Parcel or Freight (LTL/FTL). If Freight is selected, sellers are required to schedule an outbound pickup appointment with each applicable warehouse to ensure a smooth handover process. If a seller fails to show up for the scheduled appointment or arrives with a significant delay, an Outbound Exit Inventory Missed Appointment/No Show Fee will be applied as a non-compliance penalty. For full details on exit inventory procedures, please refer to the FBT Exit Inventory Guidebook.
  1. What are the key changes with the new rate card?
As highlighted earlier, effective Dec, 15, we’re further reducing storage fees for inventory stored up to 270 days, offering discounts ranging from 14% to 43% with no timebound end date. Additionally, we’ve made our storage tiers more granular between 91 and 270 days. See below table for key changes. image
  1. What updates have been made to the fulfillment fee chargeable shipping weight rules?
Effective May 1, we’ve updated how chargeable shipping weight is calculated for fulfillment fees so more items qualify for lower-cost pricing.
  • Previous: Items ≤1 lb and ≤166 in³ were charged by actual weight
  • New: Items ≤2 lb and ≤332 in³ are now charged by actual weight
Previously, some lightweight but slightly bulky items were charged based on size, which increased costs. With this update, more of these items will now be charged based on their actual weight instead of size, resulting in lower shipping costs.
