Submit The Right Product Certification In The Correct Format
Not all beauty and personal care products require product certification. All you need to do is head to the Manage Products page in Seller Center and start listing them. But if you want to list beauty and personal care products that are Medical Devices Class I and II, you'll need to submit certification.Beauty and Personal Care Medical Devices Class I and II
Medical devices are FDA-regulated and classified by intended use. To determine if your product qualifies as a medical device and to identify its classification, click here.For beauty and personal care devices such as ice packs, heat patches, facial beauty devices, hair removal devices, toothbrushes, teeth whitening devices, denture care, dental floss and picks, oral irrigators, tampons, menstrual cups, sanitary towels, earwax removal products, and massage tools, you will need to submit the following documentation:
- The product manufacturer's Establishment Registration and the product's Listing Details. Manufacturers and importers must submit proof of FDA Establishment Registration and Device Listing.

- A copy of the 510(k) Pre-Market Notification For Medical Device Class II for the product, or a proof of 510(k) exemption from the FDA’s product classification database for the product. This requirement applies only to manufacturers and importers selling Class II medical devices. The following must be included:
- Manufacturer or importer's name
- The product shown on the copy must match the product category that will be listed on the TikTok Shop, as well as include product description and details.
- Resellers must provide a purchase invoice. The purchase invoice must be legible and include the following information:
- Supplier's company name and address
- Invoice must be issued within 365 days
- The product shown on the invoice must match the product category that will be listed on the TikTok Shop
- Invoice must be in English
- A complete set of images of your product and its packaging. This applies to manufacturers, importers, and resellers.
- The images must show all sides of the product and its packaging. The images should be clear, legible, complete, unedited and in color. Ensure they are at least 600x600 pixels in resolution. Avoid uploading black-and-white, angled, blurry, cropped, or edited images.
- Any information on the product and packaging MUST be visible and legible, including the product description, warning logos, and other information.
Additional Requirements - Electrical Medical Devices
The requirements listed below are in addition to the document requirements listed in 1-4.- If the medical device is electrical and you are a manufacturer or importer:
- A valid Certification of Compliance/Conformity (COC) issued by a Nationally Recognized Testing Laboratory (NRTL) accredited by the Occupational Safety and Health Administration (OSHA). Ensure it includes the following:
- Contains a clear description and details of the product which has been tested.
- Matches the product you are listing.
- Lists all safety standard tests performed, with clear Pass/Fail indicators.
- Name and address of the NRTL that conducted the testing.
- Image of valid US Product Electrical Safety Marking
- Image of valid US Product FCC Safety Marking (if the product has Bluetooth or Wi-Fi)
- A valid Certification of Compliance/Conformity (COC) issued by a Nationally Recognized Testing Laboratory (NRTL) accredited by the Occupational Safety and Health Administration (OSHA). Ensure it includes the following:
- If the medical device is electrical and you are a reseller:
- Image of valid US Product Electrical Safety Marking
- Image of valid US Product FCC Safety Marking (if the product has Bluetooth or Wi-Fi)

Take note! Many beauty and personal care products contain hazardous materials. If you list any of these, you'll need to submit additional certification in the form of the Material Safety Data Sheet (MSDS) or Safety Data Sheet (SDS) issued by the product's manufacturer. Ensure the MSDS or SDS matches the product you're listing.

- You can find your product's MSDS or SDS on the manufacturer's website or by searching the SDS database.
- If your product is homemade and contains hazardous materials, you must work with a third-party lab to obtain an SDS for it.
- Common beauty examples include perfumes, aerosol sprays, products containing alcohol, and certain electrical personal care products.
Respect Intellectual Property Rights
For Beauty and Personal Care categories, personal sellers must obtain Brand Authorization before listing skincare, hair care, and perfume products.Best Practices

- If you're listing a product, and you're not the manufacturer:
- Always verify its source. If you didn't procure the product directly from the manufacturer, check with your supplier how and when they obtained the product.
- Review the product's overall design, composition, and appearance, and any logos, slogans, symbols, designs, expressions, patterns, or monograms on the product or its packaging. Ensure there is no similarity to any branded products. Not even a 50 to 60% similarity is allowed. If in doubt, don't list the product!
- When our system detects that you're listing a branded product, it will prompt you to apply for Brand Authorization. Please complete this process; otherwise, your product will be frozen. Do not list branded product as "unbranded" or attempt to bypass the brand field, as this will result in violation points.
- If you're listing a branded product, and the product or its packaging has tags or labels that contain the brand's name or logo, ensure it is visible and not hidden or blocked in the product images.
Hot Tip! One way to ensure this is by removing any stickers, smears, paper, and tape from your product's tags and labels that might block or hide the brand name or logo.

- If you're listing a branded product, and you want to upload promotional videos, avoid featuring any product from another brand in the content. The product's brand must be the ONLY brand that appears in the content, except in cases of approved cobranded products.
- However, if you're selling a product that supports the function of a branded product (e.g., razor refills for X brand's twin blade razor), you can show the branded product in your promotional content. However, you must ensure that your product itself doesn't feature the brand.
- Use terms like "for", "made for", intended for, applicable for, compatible with, fits with" in your product title, description, images and videos!
- You can also feature products from a different brand than your product if it's for the purpose of comparing them. For example, you can upload a video that compares the price of eyeliners from X and Y brands, but your product is an eyeliner from X brand.
- However, if you're selling a product that supports the function of a branded product (e.g., razor refills for X brand's twin blade razor), you can show the branded product in your promotional content. However, you must ensure that your product itself doesn't feature the brand.
- Apply for Brand Authorization if you want to include any public figure's name, image, likeness, persona, or other aspect of their personal identity, or their media in your product listings.
- If you're selling a product under a brand owned by a public figure (e.g., X brand owned by Y celebrity), ensure you obtain Brand Authorization for both the brand and the public figure's right of publicity (X brand PLUS Y celebrity's name) if you intend to use the public figure's name or image in your product listing.
Key definitions you should take note:
- Right of publicity is an intellectual property right. It protects a person's name, image, likeness, persona, or some other aspect of their personal identity from being used for commercial benefit without their consent.
- Copyright protects a person's work (e.g., photos, text, music, videos, lyrics) from being used without their consent.
Avoid These Practices

- Avoid blurring, partially covering, or hiding brand names or logos on your products, any tags attached to them, or their packaging.

- Avoid shortening or misspelling brand names (e.g, Nke, Luis Vitton), adding or removing spaces in brand names (e.g., LouisVuitton), repeating characters in brand names (e.g., Gucciiii, Rolexx), or using numbers or symbols to replace letters in brand names (e.g., N1k3, D1or, @pple).
- Avoid listing products with clearly recognizable patterns from famous brands, if you don't have Brand Authorization, even if the logo is not apparent on the product or its packaging, or in the images or videos you upload.
- More broadly, avoid listing any product that features a brand logo, slogan, symbol, design, expression, pattern, or monogram if you don't have the brand owner's consent or you aren't certain your supplier has obtained the brand owner's consent.
Key definitions you should take note:
- Counterfeits are copies or replicas of actual branded products.
- Knockoffs closely resemble the branded products that inspire them, but unlike counterfeits, they are not copies or replicas.
- Another easy way to tell the difference is counterfeits are more likely than knockoffs to feature the infringed brand's logo, slogan, symbol, design, expression, pattern, or monogram.
- Avoid listing any product whose selling point is its close similarity to an authentic branded product.
- Promotional phrases that run foul of this rule include "inspired by X brand", "similar to", "as good as", "same features as", "it works the same as", "duplicate of", and "smells like".
- Avoid descriptive terms such as replica, forged, mirror, copy, alike, duplicate, dupe, clone, like the original, as the original, imitation, high imitation, 1:1, mirror quality, lushentic grade, and factory leakage.
- Avoid using brand names in hashtags (e.g., "#brand") to increase traffic, especially in video content.
- Avoid using keywords associated with a public figure (e.g., TayTay, T-Swizzle, Swiftie) as a way to feature them in your product listing despite not having brand authorization for their right of publicity or brand. This still counts as right of publicity infringement.
- Keywords can include album names, song titles, nicknames, associated branding or products, and alias.
Keep Product Titles Concise And Relevant
Customers find products on TikTok Shop based on how well their search terms match product titles. To boost your products' visibility, follow these tips:- Keep it concise and clear: Product titles should be between 25-200 characters and accurately describe your product.
- Include key details: Add important information such as:
- Brand
- Product type
- Key features or characteristics
- Size or quantity, if applicable
- If there are multiple sizes or quantities available (e.g., XXS to 5XL or 6- to 12-pack), you can only mention the size and quantity of the product that appears in the first image (e.g., 6-Pack and A5 size). You must mention the remaining variations in the product description.
Best Practices

What to Avoid
- Use correct grammar, punctuation, and complete sentences
- Use numerals: "2" instead of "two"
- Abbreviate measurements, such as "cm", "oz", "in", and "kg"
- Capitalize the first letter of each word except for prepositions (e.g. 'with', 'at', 'by', 'to', 'in', 'for', 'from', 'of'), conjunctions (and, or, for), or articles (the, a, an)
- Clearly state the quantity for multi-pack products, or products that contain more than a single item (e.g. '10 ct' or 'Pack of 10')
- If there are several quantities of multi-packs available (e.g., Pack of 6, Pack of 8, and Pack of 10), you can only mention the quantity that appears in the first image (e.g., Pack of 6). You can mention the other quantities in the product description.

- Avoid including your seller's name or URL.
- Avoid branding or references to "TikTok" (without authorization), or other e-commerce platforms.
- Avoid symbols, special characters (e.g., N!KE, Дpple, ~ ! * $ ? _ ~ { } # < > | * ; ^ ¬ ¦).
- Avoid ALL CAPITAL LETTERS.
- Avoid marketing material, promotions, prices, sales, discounts or subjective comments that are not descriptive of the product itself (e.g., "Best Seller", "TikTok Exclusive", "20% off", "free shipping", "NEW RELEASE", "low stock", 100% satisfaction guaranteed", "Best Buy", "Freebie", "Giveaway").
- Avoid listing all product variations in the title (e.g., A1, A2, A3, A4, A5 available!, XXS-6XL all sizes).

Avoid Listing Prohibited Products
In general, TikTok Shop doesn't allow the following types of products:- Products that are banned by local, state, or federal regulations
- Products that have been named in an FDA recall or safety alert
- Products that contain ingredients that are banned by local, state, or federal regulations
- Products that are not packaged, labeled or intended for retail sale in the US
Hot Tip! Look at the labels on the package. If the labels are not FDA-compliant (e.g., missing Drug Facts label), then they are likely not intended for sale in the US and should not be listed.Before listing any product, check if it falls under any of the broad categories above or specific lists below. If it does, don't list it!
Medical Products
- Products that must be handled by a medical professional
- Products only available through medical prescription or otherwise require a prior consultation with a dermatologist or other type of medical practitioner
- Products with glycolic acid must adhere to industry best practices for concentration levels and application methods
- Products with Tretinoin in any amount
- Products with "Rx" or "prescription only" on their packaging
- Injectable products (e.g., derma filler, injectable filler)
- Any "at home" product that physically removes blemishes from the skin (such as warts, moles, skin tags)
- Products whose formulas are prescription-based, personalized, or customized
Skin Whitening and Brightening Products
- Products that aim to whiten, lighten or bleach the skin (e.g., bleaching cream, lightening oils, serums, and gels, whitening soap and scrubs)
Manual Oral Care Products
- Dental and Oral care swabs
Feminine Care Products (Wearables)
- Products with anti-microbial qualities
- Postpartum and disposable underwear
Feminine Care Products (Topicals)
- Creams with pharmaceutical-grade ingredients
- Products with any amount of Hydrocortisone, Lidocaine, Fluconazole, Terconazole, Clotrimazole 7, Tioconazole, Miconazole, Cleocin, Metronidazole, Boric Acid, Estradiol, or Estrogen
- Lubricants, moisturizers, and creams meant for intimate use or which require an applicator to use
- Products that tackle yeast infections
Products with Cannabis Ingredients
- Products with Cannabidiol, Cannabigerol, "Delta-THC", "Medium-Chain Triglycerides", Tetrahydrocannabinol, or any other type of compound derived from cannabis or cannabis ingredients
- Products with hemp in milligram-level concentration (because measurements in milligrams may be used to hide trace amounts of THC)
