Detailed Document Requirements for Toys and Hobby Products

Certification of Compliance or Conformity (COC)

Manufacturers or importers must provide a Certification of Compliance or Conformity (COC). This must include the following information:

• Issued within the last 2 years.
• Matches the product category you intend to sell.
• Contains a clear description and details of the product which has been tested.
• Lists all safety standards tested.
• Contains the name and address of the accredited laboratory that conducted the testing.
• Ensure the product described in the report matches the product photos.

Children's Product Certificate (CPC)

Manufacturers, importers, repackers, and resellers must submit the Children's Product Certificate (CPC) to verify that their product complies with U.S. consumer product safety standards.
When submitting your CPC, make sure it is legible, free from alterations, and meets the following requirements:

• Include the manufacturer or importer's name and address.
• Issued within the last 365 days.
• Product details must match the product category and photos.
• Include a clear description of the tested product.
• Include the name and address of the CPSC-accredited laboratory.
• List all relevant safety standards tested.
• The CPC should be in English.

Product or Packaging Images

Manufacturers, importers, or resellers must submit images of the product or packaging that clearly display the valid product Electrical Safety Marking. For products with Bluetooth or Wi-Fi functionality, an image of the FCC Safety Marking must also be provided.

• The Electrical Safety Marking can be a sticker or directly embossed on the product.
• The marking must be visible on the packaging as part of the assembled product.
• If the electrical safety marking is a sticker, it must lay flat with no creases or peeling edges. Double stickering is not allowed.

Purchase Invoice

Resellers must provide a purchase invoice to confirm the authenticity and source of their products.
When submitting the purchase invoice, make sure it is legible, free from alterations, and meets the following requirements:

• Ensure the supplier must be verifiable.

Sample Tracking Label

Manufacturers, importers, repackers, and resellers must submit a sample tracking label from a product. The tracking label must be clear and legible and meet the following requirements:

• Must be attached or affixed to the product and packaging.
• Show the name of the manufacturer or private labeller.
• Include the location and date of production.
• Include detailed information on the manufacturing process (i.e. "batch number" or "run number"), or any other identifying characteristics.

Test Report from a CPSC-Approved Laboratory

Manufacturers, importers, and repackers must submit a product test report issued by a Consumer Product Safety Commission (CPSC)-accredited laboratory (list of CPSC-approved laboratories).
When submitting your test report, make sure it is legible, free from alterations, and meets the following requirements:

• Include the manufacturer or importer’s name and address.
• Issued by a CPSC-accredited laboratory.
• Issued within the last 365 days.
• Product details should match the product category and photos.

Additional Requirements

Children’s products that meet the U.S. Consumer Product Safety Commission (CPSC) criteria for choking hazards must include a clear choking hazard warning label. TikTok Shop requires all sellers to:

• Ensure the choking hazard warning is clearly displayed in the product listing.
• Include a compliant warning label on product packaging.

Common examples of products that may require this warning include, but are not limited to:

• Toys with small, detachable parts
• Puzzles with pieces smaller than 1.25 inches
• Jewelry or accessories intended for young children
• Art supplies such as beads or buttons

You can submit the required documents through the Qualification Center in your Seller Center by clicking here or following the steps below:
Desktop:

1. Log into your TikTok Seller Center account.
2. Click on your shop icon at the top right side of the screen.
3. Go to My Account > Account Settings.
4. Select Qualification Center.
5. Click on Category Qualification.
6. Click on Add Category Authorization and follow the prompts to submit your application.
