This document outlines the requirements for selling Toys and Hobby Products on TikTok Shop. These rules are in place to help sellers comply with regulations and to ensure customer safety. All toys and hobby products are also subject to our Restricted Products Policy. Sellers must comply with both this document and the Restricted Products Policy when listing toys and hobby products.

Toys and Hobby Products

The following Toys and Hobby Products are allowed to be sold on our platform through category qualification.
  • Children's Toys (Non-Electronic)
  • Children's Toys (Electronic)
  • Electronic Instruments
Sellers must ensure all children’s products they list comply with applicable laws and regulations. This includes the Consumer Product Safety Improvement Act (CPSIA). Sellers are responsible for understanding and meeting all applicable CPSC requirements, including any required import and e-filing obligations, for each product they sell. Requirements To Sell Toys and Hobby Products

You may be required to pass category qualification to sell Toys and Hobby Products. This process requires submitting documents proving you are qualified to sell these products.

Non-Electronic Children's Toys

Manufacturers, Importers, And Repackers

If you are applying to sell Non-Electronic Children's Toys you manufactured, imported, or repacked, you may be required to submit the following documents:
  1. Children's Product Certificate (CPC)

Manufacturers, importers, and repackers may be required to submit a legible and unaltered Children's Product Certificate (CPC). The CPC must support the product being sold and match the product listing. It must include the following:
  • The manufacturer or importer’s name and address
  • The date of issue (must be within the last 365 days)
  • Product details that match the product category and listing photos
  • A clear description of the tested product
  • The date and place where the product was manufactured
  • The date and place of the most recent compliance test
  • The name and address of the CPSC-accredited laboratory
  • All applicable consumer product safety rules, bans, standards, and regulations
  • The certificate must be in English

  1. Test Report Issued by a CPSC-Accredited Laboratory

Manufacturers, importers, and repackers may be required to provide a legible and unaltered test report issued by a CPSC-accredited laboratory. See CPSC-Accepted Testing Laboratories page for more information.
It must also include the following:
  • The manufacturer or importer’s name and address
  • The name and address of the CPSC-accredited laboratory
  • The date of issue (must be within the last 365 days)
  • A clear description of the tested product
  • Product details that match the product category and listing photos
  • All applicable safety rules and standards tested, with pass or fail results clearly shown
  • The report must be in English
  1. Product Photos with Tracking Label
Manufacturers, importers, and repackers may be required to provide photos of a sample product. Photos must meet the following requirements:
  • Show all sides of the product
  • Ensure all packaging information is visible. This includes product descriptions, warnings, and other relevant details
  • Include a clear and legible image of the tracking label
See CPSC’s page on Tracking Labels for more information. This includes examples and tutorial videos. The tracking label must be securely attached to both the product and its packaging. It must also include the following:
  • The manufacturer, importer, or private labeler’s name
  • The location and date of production
  • Detailed manufacturing information (e.g., batch number or run number) or other identifying characteristics
  • Additional information identifying the product’s source
  • The label must be in English

Resellers

If you are applying to sell Non-Electronic Children's Toys as a reseller, you may be required to submit the following documents:

Choking Hazard Warning Label ⚠️

Children’s products that meet the CPSC criteria for choking hazards must include a clear choking hazard warning label. This includes products with small parts that are for children under 3 years old. Sellers are responsible for making sure any required warning appears in the product listing and on the product packaging. TikTok Shop requires all sellers to:
  • Ensure the choking hazard warning is clearly displayed in the product listing
  • Include a compliant warning label on product packaging
Common examples of products that may require this warning include, but are not limited to:
  • Toys with small, detachable parts
  • Puzzles with pieces smaller than 1.25 inches
  • Jewelry or accessories intended for young children
  • Art supplies such as beads or buttons
Non-toy products may also require this warning if any small part could detach and be swallowed. This includes certain jewelry.

Enforcement Actions and Appeals

Claiming electrical safety without approved testing or certification violates these requirements. Tests and certifications must come from recognized electrical safety or FCC laboratories. Products are also in violation if they have inaccurate or fraudulent labeling.
We regularly review shops for compliance with this document and our TikTok Shop Restricted Products Guidelines. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. The severity of the action taken may depend on the severity of the violation. This may include, but is not limited to:
  • Rejecting category qualification applications
  • Deducting points from the seller’s Account Health Rating
  • Removing product listings
  • Revoking access to offer products for sale
  • Issuing refunds to customers
