FBT Rate Card and Co-Funded Free Shipping (CFFS) Updates

Effective May 29, 2025, the Co-Funded Free Shipping (CFFS) program will officially end. As part of this change, the $0.75 per-item fulfillment fee subsidy for Fulfilled by TikTok (FBT) orders will be discontinued. Despite this change, all FBT products will continue to benefit from TikTok Shop’s Free Shipping Program, which provides enhanced traffic and increased visibility across the platform. This program is automatically applied to all FBT listings and cannot be opted out of. For full program details, go here.

FBT Fulfillment Fee - Starting January 16, 2025

• Single Unit Fulfillment Fees: Start at $3.58 per item, covering picking, packing, and shipping.
• Multi-Unit Fulfillment Fees: Start at $2.86 per item. Sellers save on fulfillment fees for orders that include multiple items. Discounts apply even if orders include items that are from different FBT sellers, allowing sellers to benefit from FBT's basket-building feature. Discounts are listed under the multi-unit order column in the fulfillment fee rate card, with prices displayed on a per-item basis.
• Shipping Weight Calculation: FBT Fulfillment Fees are determined by the greater of unit weight or dimensional weight:
• Unit Weight: The product’s physical weight as measured by the FBT warehouse.
• Dimensional Weight: The product’s volume, calculated as (length × width × height in inches) ÷ 166.

Notes: Starting January 16th, 2025, all orders placed on TikTok Shop and fulfilled by FBT will be charged based on the updated rate card.

FBT Hub Placement Fee (Optional) - Starting January 16, 2025

Using FBT Hubs will be entirely optional for sellers. Sellers can avoid Hub Placement Fees by following FBT’s routing recommendations and shipping directly to Fulfillment Centers (FCs), an option that will be available to sellers before the January 16th implementation of Hub Placement Fees.However, sellers may opt to use FBT Hubs if they prefer to inbound to fewer locations or if their inbounding costs are less competitive, making the cost of splitting shipments directly to FCs higher than using an FBT Hub.For sellers interested in utilizing Hubs, there are three options available:

1. Ship to Hubs in both the East and West: Pricing starts at $0.31 per unit.
2. Ship only to the Hub in the East: Pricing starts at $0.39 per unit.

Ship only to the Hub in the West: Pricing starts at $0.45 per unit.Notes:Hub Placement Fees: Chargeable weight is determined based on the greater of the unit weight and dimensional weight:

• Unit Weight: The product’s physical weight as measured when shipped from the FBT warehouse.
• Dimensional Weight: Calculated as the product’s volume (length × width × height in inches ÷ 166).

Once sellers select whether to send inventory directly to FCs or through Hubs, they must adhere to FBT’s routing and allocation requirements to avoid Inbound Incident Fees.

FBT Inbound Incidents Fee - Starting January 16, 2025

*Routing Non-Compliance: Compliance with FBT inbound requirements is mandatory. Inbound shipments that deviate significantly from the shipment plan whether in location, such as misrouted shipments, incorrect quantities, abandoned inbound orders, will incur surcharge fees higher than regular service fees to cover the additional costs of repositioning inventory.These fees are in addition to any applicable Hub Placement fee if your shipment is sent to a Hub. Refer to the [Inbound Incidents Page] for more details.

FBT Storage Fee - Starting March 5, 2025

Prior to March 5, 2025, only inventory stored for longer than 90 days will incur fees, with storage charges calculated based on the original inbound date. Leading up to this date, the current offer of 90 days of free storage for inbound FBT shipments will be gradually reduced.Starting March 5, the free storage period will be reduced to 30 days.

FBT Value-Add Service Fee

The FBT value-add service fee will remain unchanged.

FBT Ship In Original Container (SIOC) Discount - Launching Early 2025

FBT will offer a discount for sellers using their own packaging (SIOC) for shipments. To qualify for this discount, sellers must ensure their packaging meets FBT's standards and complete the certification process. Once approved, sellers will receive a fulfillment fee discount based on the size and weight of their products.This feature is scheduled to launch in Early 2025.

FBT Buyer Free Shipping Policy

Buyers purchasing FBT-fulfilled products automatically benefit from a free shipping policy for orders over $30, with a flat $5.99 shipping fee for orders below $30. FBT also supports multi-seller carts, enabling shoppers to combine items from multiple FBT sellers to meet the $30 free shipping threshold. Both the free shipping threshold and shipping fees are set and managed exclusively by FBT.
The shipping charges paid by buyers have no impact on sellers. Regardless of whether an order qualifies for free shipping, sellers are only responsible for the fulfillment fee detailed in the FBT seller rate card, calculated based on the item's weight category and multi-unit status. For orders below the free shipping threshold, the buyer’s shipping fees will be collected by TikTok Shop and will not be credited to the seller’s account.
Note: If a seller activates the seller-funded free shipping feature within the Seller Center, they will incur additional costs to cover the buyer’s shipping fees. For further details, refer to the FBT Seller-Funded Free Shipping Policy. In all other scenarios, sellers are only required to pay the fulfillment fee as outlined in the rate card, with no additional charges.

1. Is the $0.75 per item reimbursement as part of Co-Funded Free Shipping only available for orders over $30?

No, all items shipped via FBT are eligible for the $0.75 per unit CFFS reimbursement. FBT sellers are not required to meet the free shipping threshold or lead time requirements to qualify for this reimbursement.

2. How does FBT pricing compare to TikTok Shipping?

FBT is generally more cost-effective than TikTok Shipping/Seller Shipping. For example, for a product weighing 1–2 lbs, FBT is approximately 30% cheaper than the TikTok Shipping rate using the USPS-Ground Advantage rate card for shipments to Zone 5, a common option for TikTok Shipping sellers.Additionally, FBT rates are all-inclusive, covering warehouse handling, packaging, and last-mile delivery. In contrast, TikTok Shipping rate cards only last-mile delivery, leaving sellers to cover additional costs for packaging and fulfillment. This makes FBT a more comprehensive and economical choice.

3. Can sellers offer free shipping without the $30 threshold for FBT?

Yes, sellers can use Seller-Funded Free Shipping for FBT to offer free shipping on FBT orders without requiring shoppers to meet the $30 standard free shipping threshold. 4. If a shopper doesn’t qualify for free shipping by failing to meet the $30 free shipping threshold, does the seller receive the $5.99 shipping fee from the shopper?

No, the seller does not receive the shopper-paid shipping fee for orders under $30. The seller is required to pay the fulfillment fee per item for each order regardless of if the free shipping threshold is met.

5. How will the Fulfillment Fee appear in the Billing Center?

• The FBT fulfillment fee will be charged through the TikTok Shop Seller Center when orders are delivered and deducted directly from your revenue.
• Billing statements will show two separate credit line items, depending on the buyer’s shipping eligibility:

'Customer Paid Shipping Fee' for non-free shipping orders'TikTok Shop Shipping Incentives' for free shipping orders

• Both are balanced by a debit line item, Customer Shipping Fee Offset, ensuring no net charge to sellers.

6. Where can I find charges for Storage Fee, Hub Placement Fee and Value-Added Services (VAS)?

FBT storage fees, hub placement fees, and VAS charges will be automatically deducted from GMV once settled. Sellers can view and track these charges in the Seller Center under the corresponding payment details. For more information, please refer to the GMV Payment for FBT Fees Merchant Academy.

7. How do the new FBT fulfillment fees and dimensional weight charges affect sellers' costs?

Shipping Weight Calculation: FBT Fulfillment Fees are determined by the greater of unit weight or dimensional weight:

• Unit Weight: The product’s physical weight as measured by the FBT warehouse.

Dimensional Weight: The product’s volume, calculated as (length × width × height in inches) ÷ 166.Example 1: A product weighing 1.2 lbs and measuring 12 x 8 x 2 inches:

• Unit Volume = 12 × 8 × 2 = 192 cubic inch
• Dimensional Weight = 192 ÷ 166 = 1.16 lbs
• Shipping Weight = Greater of (1.2 lbs, 1.16 lbs) = 1.2 lbs
• Fulfillment Fee = $5.28

Example 2: A product weighing 3 lbs and measuring 20 x 10 x 8 inches:

• Unit Volume = 20 × 10 × 8 = 1600 cubic inch
• Dimensional Weight = 1600 ÷ 166 = 9.64 lbs
• Shipping Weight = Greater of (3 lbs, 9.64 lbs) = 9.64 lbs

9. How will I be charged for bundled items when I use FBT to ship them?

The way fulfillment fees are charged for bundled items in FBT depends on whether the bundle is classified as a virtual bundle or a physical bundle:

• A virtual bundle refers to a group of products sold together as a package deal but not physically packaged together prior to storage and shipping. Each item in the bundle is treated as a separate unit during fulfillment and requires a separate pick by our warehouse team.
• A physical bundle refers to products that are combined and packaged as a single unit before storage and shipping. These items are physically prepackaged together, requiring only a single pick by our warehouse team.

Charges for Bundled Items:

• Virtual Bundles: These qualify for the multi-unit fulfillment fee, as each item is fulfilled separately. Virtual bundles generally cost more to fulfill compared to a single physical bundle, depending on the weight and dimensions of the items.
• Physical Bundles: These qualify for the single-item fulfillment fee, as the entire bundle is treated as a single unit. If multiple physical bundles are purchased within a single order, the order will qualify for the multi-item fulfillment fee.

Note: All physical bundles must be completed before arriving at FBT, as FBT currently does not offer kitting services.

10. Are there additional charges for orders shipped to Alaska or Hawaii?

There are no additional surcharges for orders shipped to Alaska or Hawaii. The fulfillment fees listed above apply equally to orders shipped to Alaska, Hawaii, and the contiguous United States.

11. Is there an additional cost associated with customer returns or refunds?

Potentially, sellers may be responsible for returns and associated costs. If sellers are found to be responsible based on the return and refund policy, they may incur the following fees: return shipping, return handling, buyer-paid shipping fee, TikTok shipping fee paid on behalf of the buyer.

12. Will there be a hub placement fee if sellers create an IBR before Jan 15 but the inventory is received by FBT warehouses after Jan 16?

Yes, inbound shipments received by FBT warehouses after January 16, 2025, will incur the Hub Placement Fee based on the updated rate card. Sellers are encouraged to plan shipments accordingly.

13. I do not see the option for 'Direct to FCs' and 'Two Hubs Inbound' on FBT portal. Where can I find those options?

The 'Direct to FCs' and 'Two Hubs' inbound options will be available by January 15, 2025.

14. I have observed multiple hub options within the system. Could you please clarify which of these are associated with East or West pricing?

15. Is shipping directly to fulfillment centers available to all sellers using FBT?

Yes, all sellers will have the ability to ship directly to fulfillment centers before charging Hub Placement Fee becomes active on January 16th, 2025.

16. How much flexibility do sellers have when inbounding to FBT?

FBT provides sellers with flexible options for inbound shipments to optimize cost and convenience. This flexible structure lets sellers choose the best option for their business, optimizing for cost and efficiency while maintaining compliance. Sellers can choose from the following options:1) Single FBT Hub (East or West) – Placement Fee Applies2) Two Hubs (East and West) – Discounted Placement Fee Applies3) Direct Ship to Multiple Fulfillment Centers (No Placement Fee)Sellers can specify the SKUs, quantities, and estimated delivery dates for their inbound shipments. Regardless of whether sellers are shipping to both hubs or directly to fulfillment centers, they must follow FBT’s routing guide and inventory allocation recommendations to avoid inbound incident fees. Additionally, if shipping to a single hub, sellers must ensure the products are sent to the correct location.

17. What happens if a seller does not follow the allocation requirements provided by FBT for Hub or direct-to-fulfillment center inbound shipments?

Sellers who fail to comply with FBT's allocation or routing requirements for inbound shipments will be charged Inbound Incident Fees. These fees are determined by the type and severity of the non-compliance. Examples of non-compliance include sending shipments to incorrect locations, mislabeling, or failing to meet quantity requirements. These surcharges help cover the additional operational costs required to reposition inventory and maintain efficient processes. More details will come soon.

FBT Storage Fee

18. As FBT begins charging storage fees for inventory stored less than 90 days starting March 5, what happens to inbound shipments received by that date?

The current offer of 90 days of free storage per inbound shipment will end with the following changes:

• Inventory received before December 5, 2025: These shipments will still qualify for the promotional 90 days of free storage per inbound.
• Inbounds received between December 6, 2025, and March 4, 2025: The free storage period will gradually reduce, ranging from 89 to 30 days per inbound, based on the receipt date.
• Inbound Received on or after March 5th, 2025: Will receive 30 days of free storage per inbound

19. Can you explain what shoppers are charged for shipping if they do not meet the $30 free shipping threshold?
20. How does FBT’s support for multi-seller carts, allowing shoppers to combine items from multiple FBT-shipped sellers, affect buyer shipping fees and the ability to meet the $30 free shipping threshold?

• All FBT-shipped products can be included in a Multi-Seller Cart. This means buyers can add items from multiple FBT-shipped shops to a single cart and pay only one shipping fee for all FBT-shipped products in the order.
  • For example, if the buyer purchases four different FBT shipped products from three different shops, regardless of the final weight or the shops they buy from, the buyer only needs to pay a $5.99 flat shipping fee when they spend less than $30.
• Additionally, all FBT shipped products can contribute to the $30 free shipping threshold together.

21. Can FBT products and non-FBT products be ordered together to meet the free shipping threshold?
    • TikTok Shipping and Seller Shipping orders sold by the same seller using the same fulfillment method will collectively contribute to the free shipping threshold.
    • However, orders with a mix of FBT-shipped orders and orders fulfilled by either TikTok Shipping or Seller Shipping will not contribute to the same free shipping threshold.
    • Multi-Seller Carts only apply to FBT-shipped orders.
