This document outlines the requirements for selling Virtual Goods on TikTok Shop. Virtual goods are also subject to our Restricted Products Policy. Sellers must comply with both this document and the Restricted Products Policy when listing virtual goods.
Sellers are responsible for complying with all applicable federal, state, and local laws and regulations, including consumer protection laws and digital goods licensing requirements.
Eligibility to sell virtual goods is limited to invite-only sellers.

Virtual Goods

Virtual goods are non-physical products delivered electronically. These products are accessed, activated, or consumed digitally and do not involve the shipment of a tangible item.
Virtual goods must be accurately described and delivered through secure digital fulfillment methods.

Permitted Virtual Goods

The following virtual goods are permitted on TikTok Shop for invite-only sellers. Each product type is subject to the specific requirements outlined below, in addition to the general requirements for virtual goods. This list is non-exhaustive.
  • Software and Applications
    • Downloadable or activatable software programs, including licensed applications and productivity tools.
    • Products must be delivered via digital license key, activation code, or secure download.
  • Digital Games
    • Full digital versions of standalone video games purchased once and owned by the buyer.
    • Products must be delivered as a redemption code.
  • In-Game Content
    • Add-ons or enhancements that require a base game to function, including expansion packs, downloadable content (DLC), in-game items, or digital units.
    • Products must be delivered via redemption code or account-based transfer and must not function independently from the base game.
  • Game Subscriptions & Memberships
    • Prepaid digital entitlements that grant access to a platform’s games or perks for a defined period.
    • Subscriptions must be prepaid. Recurring auto-billing subscriptions are not permitted. Products must be delivered digitally.
  • Other Digital Subscriptions & Memberships
    • Prepaid access to cloud-based tools or digital services for a defined period.
    • Subscriptions must be prepaid. Recurring auto-billing subscriptions are not permitted. Products must be delivered digitally.
  • Virtual Gift Cards
    • Digital stored-value cards for approved platforms or services, including gaming platforms, retail or marketplace services, app stores, entertainment services, or lifestyle services.
    • Gift cards must be delivered electronically.
  • Virtual Tickets
    • Digital passes granting access to online or hybrid events.
    • Listings must clearly state event details, timing, and access method.

Prohibited Virtual Goods

Certain virtual goods are prohibited, including but not limited to:
  • Unlicensed gambling games, including sweepstake casinos and rewarded gaming products
  • In-game currency bundles related to unlicensed gambling games

Requirements for Virtual Goods

All sellers offering virtual goods must comply with the following:

Price Limit

  • The total listing price for virtual goods must not exceed $500.

Transaction Limits

  • Sales of $10,000 or more in virtual goods to a single customer within a 24-hour period are not permitted.

Digital Delivery

  • Virtual goods must be delivered electronically.
  • Sellers must clearly explain in the product listing how customers will receive and redeem the product.
  • Virtual goods (e.g., in-game items, game currency, subscriptions, or other digital content):
    • Redemption must occur via a web browser or gaming console through a web-based interface.
  • Digital redemption codes or e-gift cards for physical goods and services (e.g., ride share, food delivery, retail gift cards, etc):
    • Redemption may occur via the seller’s mobile application or web browser.
  • Sellers must ensure that redemption instructions in the product listing direct users to the appropriate redemption page. This may vary based on the type of digital good.
  • Redemption must occur outside of TikTok Shop.

Accurate Representation

  • Listings must accurately describe the digital product.
  • Sellers must not misrepresent digital entitlements as physical goods.
  • Screenshots or promotional images must reflect the actual product offered.

In-Game Digital Credits

In-game digital credits (including tokens or digital units) are prepaid digital items that can only be used within a specific game or platform.
In-game digital credits:
  • Must be non-refundable
  • Must be non-transferable
  • Must not be exchanged, resold, cashed out, or stored via TikTok Shop
  • Must not be redeemable for cash value
  • Must not be described as “currency”
Acceptable terminology includes:
  • In-game tokens
  • In-game digital units
  • Digital credits

Virtual Gift Cards

  • Gift cards must be non-refundable.
  • Gift cards must not be converted into cash or other value by the platform.
  • Gift cards must not have expiration dates.

Fulfilling Virtual Goods

Sellers must deliver virtual goods within 2 business days of the order status changing to Awaiting Shipment. If the order status is not updated to Delivered within 2 business days, TikTok Shop will automatically cancel the order unless otherwise specified by the customer. Auto-canceled orders are counted toward the Seller-Fault Cancellation Rate (SFCR).

Returning and Refunding Virtual Goods

Subject to the Order Cancellation, Return, and Refund Policy and as required by applicable law, virtual goods are non-returnable and non-refundable.
In the scenario that a customer contacts Customer Service to request a refund, sellers must review and respond within the applicable SLA:
  • 2 business days for products priced at $100 or less
  • 4 business days for products priced at more than $100

Enforcement Actions and Appeals

We regularly review your shop’s compliance with this document and our Restricted Products Policy. If any violations are identified, TikTok Shop may take enforcement action at our sole discretion. This may include, but is not limited to:
  • Rejecting your category qualification application
  • Deducting points from your account health
  • Removing product listings
